Public Notice of Foreshore Lease Proposal

The Shire of Dandaragan has received an unsolicited proposal from Planning Solutions on behalf of the Jurien Bay Beach Café Pty Ltd to establish a ground lease adjacent to the Jurien Bay Beach Café. The matter was considered at the September Council meeting and Council has decided to advertise the proposal for public comment before making any determinations.

Proposal Details:

To lease approximately 470m2 of Reserve 28541 to the south of the existing café and install four refurbished sea containers on the site. The proposal is described by the applicant as an expansion of the Jurien Bay Beach Café with “family focused entertainment activities comprising retail containers and casual seating areas”.

The activities to be accommodated are retail in nature which may include uses such as an ice cream parlour, juice bar, bike hire, gift shop, and retail outlets for tourism and local goods. The outlets would operate throughout the year, depending on demand from 6:00 am to 8:00 pm.

The containers are to be clad with timber slats and shade sails are to be installed next to the retail units.

The applicant’s ground lease proposal is for a 10-year period with two further options of 6 years and 5 years. Annual rental fees would be set using an independent market valuation and further conditions of lease would be determined by Council if a lease is progressed.

Submissions on the proposal are invited prior to 4pm on 1st November 2023. Comments can be submitted in writing via mail, emailed to or via the Shire of Dandaragan Engagement Hub.
