The Shire of Dandaragan is providing local public notice of a proposed $40,000 self-supporting loan to the Jurien Bay Progress Association Inc. to assist with the purchase of a new, fit-for-purpose food van.

What is the loan for?

The Jurien Bay Progress Association has operated a food van at its markets and various community events across the Shire for many years. The existing van was originally built in 1972 and converted into a food van in the mid-1990s.

The Association has advised that the existing van is no longer fit for purpose due to its deteriorating condition and frequent failure of its cooking appliances.

The proposed loan will assist the Association to purchase a modern replacement food van, allowing it to continue supporting local markets, events and community fundraising activities.

The total cost of the new food van is $50,270.

How will the self-supporting loan work?

The Shire proposes to borrow up to $40,000 from the Western Australian Treasury Corporation (WATC) and on-lend these funds to the Jurien Bay Progress Association under a self-supporting loan arrangement.

The loan would be for a term of up to five years. The Association will be responsible for repaying the principal, interest and applicable borrowing costs associated with the loan to the Shire.

Subject to the Association meeting its repayment obligations, the arrangement is intended to result in no ongoing financial cost to the Shire.

Why is the proposal being advertised?

At its Ordinary Council Meeting held on 24 September 2026, Council authorised a budget amendment to include the proposed $40,000 self-supporting loan and approved the borrowing of up to $40,000, subject to the relevant legislative requirements.

As the proposed borrowing was not included in the Shire's adopted Annual Budget for the financial year, Section 6.20 of the Local Government Act 1995 requires the Shire to give one month's local public notice of the proposal.

The Shire is therefore inviting community members to review the proposal and make a submission during the public notice period.
